Rating Comments: Councilor Huinink voted in favour of an authoritarian and unconstitutional censorship by-law to restrict the freedom of expression and freedom of association of citizens, if they are alleged to have caused a person to "feel harassed" on the basis of their "gender identity", "gender expression", or "sexual orientation". This legislation will have the effect of empowering LGBT activists and woke city staff to falsely label as "hate speech" peaceful protests against gender theory and LGBT propaganda while on Region of Waterloo property, and to forcibly remove them from public property as well as to fine them $250 for "harassment".

There has been a move in some municipal jurisdictions to pass bylaws which establish censorship zones, also called “bubble zones”, around abortion facilities. These unconstitutional censorship zones make it illegal to express peaceful pro-life speech, including silent prayer, on taxpayer-owned public sidewalks within the vicinity of abortion facilities and pharmacies which dispense abortion pills.
