End Bubble Zones in Alberta!

You have stated: “I think I’m the most freedom-loving premier we have in this country.”

With the introduction of Bill 24 and its expansion of freedom of speech in the Alberta Bill of Rights, your claim to love freedom would seem to be true.

However, there is one thing you have missed: the 2018 NDP bubble zone law (the so-called “Protecting Choice for Women Accessing Health Care Act”). This draconian law continues to shut down the free speech of peaceful, well-meaning pro-life Albertans, treating them like second-class citizens.

This law muzzles pro-life speech, counselling, prayer, and even casual conversation on the public sidewalks and in public spaces within 50 metres of every abortion facility in the province, including pharmacies and clinics where abortion pills are dispensed. It even outlaws words of compassion: “advising or persuading, or attempting to advise or persuade, another person to refrain from accessing abortion services.”

Unfortunately, Alberta Health Services has asserted that there are “no plans to make changes” to the bubble zone law.

I would ask you: Is it possible to be a champion for free speech and yet see nothing wrong with anti-free-speech zones on public sidewalks and in public spaces? These vestiges of the NDP’s vision of a progressive police state must be removed!

The NDP had claimed that bubble zones were necessary to protect abortion-minded women from harassment and threats of violence. However, harassment is already forbidden under the Criminal Code of Canada (section 264), and there is absolutely no threat of violence from pro-life activists. 

In fact, the pro-life message is totally anti-violence! The real violence takes place with every abortion, which violently takes the life of an unborn child.

According to the Abortion Rights Coalition of Canada in their “Anti-Choice Violence and Harassment” position paper, there have been zero instances of anti-abortion violence in Canada since 2000. This is confirmed by the National Abortion Federation in their up-to-date list of violence statistics.

The NDP bubble zone law is nothing more than a blatant attempt to silence an opposing viewpoint on an issue of public concern.

As long as the bubble zone law remains on the books, your worthy efforts to improve and strengthen the Alberta Bill of Rights are meaningless.

Therefore, I ask you to immediately repeal the NDP bubble zone law and continue your work to advance the cause of freedom in the province of Alberta.

When we have our annual March for Life event in Edmonton, there is no bubble zone to protect us from angry opposers. The entire time that we are trying to listen to speakers or have a prayer, we are subjected to angry shouts and mostly obscenities. We would also like a bubble zone. And we would also want it enforced.
